Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.
(a) Every owner, occupant, or person in control of property adjoining a public sidewalk shall make reasonable efforts to remove snow and ice from such sidewalk within 24 hours after the end of snowfall or within 24 hours after a snow emergency is lifted, whichever occurs later. If ice cannot be removed, the surface shall be treated with sand or other suitable material to reduce hazards.
(b) This requirement shall not apply where the adjoining property has no identifiable owner or occupant, is city-owned, or is otherwise not reasonably capable of compliance. In such areas, the city may clear sidewalks at its discretion.
(c) Failure to comply shall constitute a nuisance subject to enforcement under chapter 46 and the civil penalty established in section 98-117(c).
