New Franklin Refusal to Grant Access ordinance (§ 515.110)

In the event the owner, operator or occupant shall refuse to grant access to any dwelling which is or may be in violation of the minimum housing standards herein, the person authorized to make inspections shall make application to a court of competent jurisdiction for permission to inspect such dwelling. This shall be taken only if access has first been refused.
