Glasgow Nuisance Dog Owner's Right to Hearing ordinance (§ 205.070)
Chapter 205: Animal Regulations · Article I. Dog Regulations
In short: A dog owner who gets a nuisance dog notice can request a hearing in writing to the City Clerk within 10 days if the notice was personally served, or 13 days if it was mailed by ordinary mail. Until the hearing, the dog must be controlled so it doesn't annoy anyone. Without a request, the nuisance declaration is final.
