(a) It shall be unlawful for any person to operate a marijuana facility except in accordance with this article, Article XIV of the Missouri Constitution, and applicable state regulations.
(b) No marijuana facility shall operate without a valid state license.
(c) This article shall be interpreted consistently with Article XIV of the Missouri Constitution and applicable state regulations. In the event of a conflict, state law shall control.
