Chapter 2: Administration · Article I. In General
All contracts entered into pursuant to section 2-2 shall be in writing, shall be signed by the parties thereto and, on the part of the city, shall be signed by the mayor and countersigned by the city clerk with the seal of the city affixed thereto.
