Columbia Classification reviews ordinance (§ 19-53)

(a) All permanent city positions will be reviewed for appropriate classification on a schedule to be determined by the city manager.

(b) Reorganization, classification reassignment, and new classification requests will be reviewed by the director on an annual basis, normally during preparation of the annual budget.

(c) Classification reassignment recommendations shall normally be considered by the city manager during preparation of the annual budget. The city manager shall not reassign the classification of a permanent position unless the city council has provided for the reassignment in the authorized personnel section of the annual budget.
