Chapter 21: Waters, Sewers and Solid Waste Disposal · Division 2. Pipes and Connections

The property owner shall keep his water service pipes from the corporation stop to water meter free from leaks at all times. Where a leak appears in a property owner's installation allowing water to escape that does not register, the board of public works shall give the property owner written notice thereof and the property owner shall immediately proceed to repair such service pipe. Should the service pipe not be repaired within 48 hours after written notice has been given such property owner, his agent or the consumer, the board of public works shall discontinue the service by shutting the water off at the corporation stop, or by excavating to and closing the corporation cock. The cost of excavating and shutting off such service shall be paid by the consumer or the property owner before service shall be restored.
