Missouri’s New Car-Tax System Is Delayed Again — Here’s What Changes When It Arrives

If you’ve bought a car in Missouri in the last year, you know the drill: drive off the lot with a cardboard temporary tag taped in the back window, then make a separate trip to the license office later to pay sales tax and get your real plates. That’s supposed to change under a new state system — just not as soon as planned.

Missouri’s Department of Revenue has pushed back the second phase of its new vehicle-tax system, called FUSION, to February 2027, according to ABC 17 News. Once it’s live, car buyers will pay their sales tax straight at the dealership counter — no separate licensing-office trip for that part — and drive away with a temporary tag good for 90 days while the paperwork catches up.

Under the current system, buyers typically pay vehicle sales tax when they title and register the car at a license office, sometimes weeks after driving off the lot on a temporary tag. Senate Bill 28, signed in July 2025, flips that: dealerships collect and remit the tax immediately, and the temporary-tag window stretches to a full 90 days, giving buyers — and the state’s systems — more room to complete paperwork before permanent plates arrive.

Department of Revenue Director Trish Vincent told ABC 17 the delay is about getting it right the first time, not cold feet: “we wanted to make sure everything was going to be working properly,” she said, adding that rolling out a system with a lot of problems “causes really bad customer service.”

Missourinet reports the gap Vincent is targeting has meant millions of dollars in vehicle sales tax going uncollected statewide — tax that, once FUSION is in place, gets captured at the point of sale instead of relying on buyers to follow through at a license office later.

None of this is Rocheport-specific — the Department of Revenue isn’t rolling this out county by county — but it touches nearly everyone here eventually. Whenever you next buy a car, from a Boonville dealership or anywhere else in the state, this is the process you’ll be walking through, just on a longer timeline than the state first announced. For now, the cardboard temporary tag stays exactly as familiar as it’s always been.
