Kingdom City Water and Sewer Services Deemed Furnished to Both Occupant and Owner of Premises ordinance (§ 700.240)

Chapter 700: Water Regulations · Article VI. Provisions Relevant To All Utilities

In short: Water and sewer service counts as provided to both the occupant and the owner, so the Village can sue either or both for unpaid bills (minus any deposit) plus court-set attorney's fees. The owner is notified after 30 days of delinquency and isn't liable for more than 90 days of service. Where residences share a line, the property owner is liable.
