Kingdom City Deposits ordinance (§ 700.140)
Chapter 700: Water Regulations · Article II. Utilities Generally
In short: New utility customers must post a deposit equal to the average monthly bill for each service before connection, and any past-due utility fees owed by the applicant or a household member must be paid first. When service ends, the deposit goes toward unpaid charges and any balance is refunded. If there are no records to set the average, the Village recalculates it after six (6) months and either bills more or refunds the difference.

1. Deposits are assessed for each service requested.
2. If the applicant, or any member of the applicant's household, owes delinquent utility fees to the Village at the time of application, such fees must be paid prior to the Village accepting the application.
3. When a service is discontinued, at the request of the user or for delinquency in payment, the deposit for service shall be applied first to any charges owed to the Village; and the remaining balance, if any, shall be refunded to the customer.
