No person shall connect with or use any Village utility service without the knowledge or consent of the Village or after the utility service has been discontinued by the Village nor shall in any manner defraud the Village in the use of any utility service or tamper with any utility meter or shunt around any meter nor shall be willfully or maliciously injure or destroy any property whatsoever of the Village.
