In short: Don't drive over a fire hose that a Fire District has laid on a street or private driveway for a fire or fire alarm unless the Fire District official in command consents. This applies to hoses without protection.

No vehicle shall be driven over any unprotected hose of a Fire District when laid down on any street or private driveway to be used at any fire or alarm of fire without the consent of the Fire District official in command. (RSMo. § 300.305)
