The owner or keeper of any dog or cat impounded under this Chapter shall pay to the Law Enforcement Officer, Law Enforcement Officer, or other official especially designated to receive the same, a sum sufficient to reimburse the Village for its costs in impounding such dog or cat and keeping it impounded.
