Thereafter, regular meetings shall be held at 6:00 P.M. on the first Wednesday of each month. The Kingdom City Board may choose to reschedule or omit regular meeting times when the schedule conflicts with holiday weeks, conferences, or other scheduling conflicts as deemed appropriate by the Chairman. Adjourned meetings shall be reconvened whenever the Kingdom City Board shall deem necessary.
B. Location. Meetings shall be held at Kingdom City, City Hall.
C. Open To Public. All meetings of the Kingdom City Board, and all other boards, commissions, committees, and agencies of the Kingdom City, including any committee or subcommittee thereof shall be deemed to be public meetings, open to the public, except as otherwise provided by law.
D. Comments From Visitors. If citizens appear before the Kingdom City Board under "Public Comment," they may address the Board for three (3) minutes without any interaction from the Kingdom City Board. The time limit shall be established vocally by the Chairman prior to any comments, and the Clerk shall administer a timer for each speaker. If citizens wish to address the Kingdom City Board with interaction from the Board, they must submit a request to the Clerk not less than one (1) week prior to the scheduled Board meeting, asking to be placed on the agenda with the subject clearly stated. The Clerk will seek approval of the requests and agenda by the Chairman prior to the meeting.
E. Special Meetings. Special meetings may be called by the Chairman or at the request of two (2) members of the Board. Special meetings may not take place earlier than three (3) hours after reasonable effort is made to serve notice to all members of the Board who may be in the City. The Clerk is directed to prepare a written notice of any special meeting, setting forth the name of the committee, board, commission or agency, the date and time of such meeting, the place such meeting is to be held, and the general subject matter to be discussed. Such written notice shall be prepared as soon as practicable after the announcement of any such special meeting and shall be prominently displayed on the window at City Hall.
