Hallsville Violations and Penalties ordinance (§ 710.100)

Chapter 710: Sewer System · Article I. Sewer Use Regulations

In short: Sewer-rule violators (except Section 710.080) get written notice and time to fix it; continuing past the deadline is a misdemeanor: disconnection at customer expense, a fine up to $500 per day, or both. Damaging acid or chemical discharges allow immediate shutoff. Violators owe the city for damages.

Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.

A. Any person found to be violating any provision of this Article except Section 710.080 shall be served by the City with written notice stating the nature of the violation and providing a reasonable time limit for the satisfactory correction thereof. The offender shall, within the period of time stated in such notice, permanently cease all violation.

B. Any person who shall continue any violation beyond the time limit provided for shall be guilty of a misdemeanor and on conviction thereof shall be summarily disconnected from the sanitary sewer, such disconnection and reconnection to be at the total expense to the customer, or shall be fined in the amount not exceeding five hundred dollars ($500.00) per day for each violation, or both. Each day in which any such violation shall continue shall be deemed a separate offense. Where acids or chemicals damaging to sewer lines, structures or treatment processes are released to the sewer causing rapid deterioration of these structures or interfering with proper treatment of sewage, the Superintendent is authorized to immediately terminate service by such measures as are necessary to protect the facilities.

C. Any person violating any of the provisions of this Article shall become liable to the City for any expense, loss or damage occasioned the City by reason of such violation.
