Hallsville Cross-Connections Prohibited ordinance (§ 705.380)

Chapter 705: Water Regulations · Article II. Cross-Connection Control

In short: City water won't be connected to a property with a cross-connection (or an unapproved backup water supply) or with substandard plumbing unless the Water Purveyor and the state approve. Customers who hook up must disconnect their private well and plug it, unless kept for non-drinking use, physically separate from city lines, with a working pump and electrical service, and pumped at least once every twelve months.

Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.

A. No water service connection shall be installed or maintained to any premises where actual or potential cross-connections to the public potable or consumer's water system may exist unless such actual or potential cross-connections are abated or controlled to the satisfaction of the Water Purveyor and as required by the laws and regulations of the Missouri Department of Natural Resources.

B. No connection shall be installed or maintained whereby an auxiliary water supply may enter a public potable or consumer's water system unless such auxiliary water supply and the method of connection and use of such supply shall have been approved by the Water Purveyor and the Missouri Department of Natural Resources.

C. No water service connection shall be installed or maintained to any premises in which the plumbing system, facilities and fixtures have not been constructed and installed using acceptable plumbing practices considered by the Water Purveyor as necessary for the protection of health and safety.

D. When a public water system becomes available, customers that connect must physically disconnect from the existing private system (well) in accordance with the City's cross-connection prevention ordinance. The well shall then be properly plugged in accordance with guidelines established by the Missouri Department of Natural Resources Division of Geology and Land Survey (DGLS) and outlined in State Regulation 10 CSR 23 — 3.110, as amended, unless the owner wants to keep it functional for uses other than providing drinking water. A well may only be kept if it remains physically disconnected from the public water supply's distribution system, has a functional pump, is connected to an electrical service and is pumped at least once in a twelve-month period. Upon connecting to the public water system, the appropriate DNR Regional Office shall be notified, in writing, that the connection(s) have been made.
