All fees presented to customers of the City water service shall be due and payable at the office of the City Collector at City Hall. All monthly billing shall be due and payable on or before the 10th day of the month for each month of the calendar year for the previous month's usage as billed. An invoice shall be mailed to each customer no later than ten (10) days prior to the 10th day of the month.
