Glasgow Actual Use Rate Structure ordinance (§ 700.170)
Chapter 700: Water and Sewer · Article III. User Charge System; Treatment Works
In short: Sewer charges are based on monthly water use as read by city-approved meters, with a minimum monthly charge. Businesses that don't return water to the sewer may be billed from a wastewater meter they install and pay for. Stronger-than-normal sewage or harmful discharges bring extra charges.
Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.
A. Each user shall pay for the services provided by the City based on his/her use of the treatment works as determined by water meters acceptable to the City.
B. For residential contributors, monthly user charges shall be based on monthly water usage.
C. For industrial and commercial contributors, user charges shall be based on monthly water usage. If a commercial or industrial contributor has a consumptive use of water, or in some other manner uses water which is not returned to the wastewater collection system, the user charge for that contributor may be based on a wastewater meter(s) installed and maintained at the contributor's expense and in a manner acceptable to the City.
D. The minimum charge per month for customers shall be as set out in Section 700.020(B).
E. For those contributors who contribute wastewater, the strength of which is greater than normal domestic sewage, a surcharge in addition to the normal user charge will be collected. The surcharge for operation and maintenance including replacement will be developed on a case-by- case basis, using the formula described in Appendix A, Paragraph 7.
F. Any user who discharges any toxic pollutants which cause an increase in the cost of managing the effluent or the sludge from the City's treatment works, or any user who discharges any substance which singly or by interaction with other substances causes identifiable increases in the cost of operation, maintenance, or replacement of the treatment works, shall pay for such increased costs. The charge to each such user shall be determined and approved by the Board of Aldermen.
G. The user charge rates established in this Article apply to all the City's treatment works, regardless of their location.
