Chapter 520: Sidewalks and Retaining Walls
In short: If you don't repair or rebuild a retaining wall or sidewalk within 30 days of being served notice, the City Engineer will do it, and the abutting lots are billed their share through special tax bills. The Building Inspector may repair dangerous walls or sidewalks without notice when public safety demands.

Whenever any person shall be notified as provided in Section 520.170 of this Chapter and shall for any reason fail to repair or reconstruct any retaining wall or sidewalk referred to in any notice within thirty (30) days of the date of the serving of said notice, then under the supervision of the Committee on
Streets and Sidewalks, the City Engineer shall repair or cause to be repaired or reconstruct the retaining walls or sidewalks referred to in such notice. He/she shall keep an accurate account of the cost thereof and report the same to the Board of Aldermen for assessment, and each lot or piece of ground abutting on such retaining wall or sidewalk or any part thereof shall be liable for its part of the cost of such retaining wall or sidewalk, and special tax bills shall issue thereof as in the case of new sidewalks, provided that nothing herein shall prevent the Building Inspector from repairing any dangerous or defective retaining wall or sidewalk without notice whenever, in the opinion of the Committee on Streets and Sidewalks, the public safety demands such repair.
