Glasgow Advertising for Bids; No Bids Received ordinance (§ 520.160)

Chapter 520: Sidewalks and Retaining Walls

In short: If the city advertises for bids to build new walks, or to replace condemned sidewalks or retaining walls, and gets no bids, the city has the work done itself. Each abutting lot is then assessed its proportionate share of the cost through special tax bills.

Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.

Whenever the City shall advertise for bids for the construction for any new walk of any kind or for the construction of new sidewalks in the place of sidewalks condemned or for the construction of new retaining walls in the place of retaining walls condemned, and shall receive no bids therefor, the Board of Aldermen shall cause the same to be done at the expense of the City by the City Engineer under the direction and supervision of the Committee on Streets and Sidewalks, and the City Engineer shall keep an accurate account of the amount expended for labor and material and he/she shall present the same to the Board of Aldermen, and the Board shall asses each lot and piece of ground abutting such retaining walls or sidewalks with its proportionate part of the cost of said retaining wall or sidewalk and special tax bills shall be issued therefor as provided by the laws of the State of Missouri relating to Cities of the Fourth Class.
