All such persons shall make use of the boat ramp in a manner so as to not interfere with the ferryboat operation or interfere with others waiting in line to make recreational use of the boat ramp. Inexperience or ineptitude in use of vehicles or equipment to launch boats or other recreational craft onto the river or to receive boats or other recreational craft from the river at the boat ramp shall not be a defense.

C. Any person who obstructs, either singly or together with other persons, the flow of vehicular traffic in the lines established for loading onto or exiting the Missouri River ferry, or who obstructs the launching of or retrieval of boats or other water recreational craft from the Missouri River at the Missouri River boat ramp so as to interfere with the efficient use of the boat ramp by both recreational users and ferry users is a violation of this Section.

D. It shall be a violation of this Section if any person within the area of the park near the area leased to Missouri Department of Conservation, as defined below for this Section, fails to promptly obey a lawful order of any person designated by the City of Glasgow to conduct the smooth flow of traffic and parking within that area, including, but not limited to, an order to leave that area. For purposes of this Section, the area designated shall be bounded on the north by Greggs Creek, on the east by Highway 87 Spur from the Greggs Creek bridge to one hundred (100) feet south of the entrance to Stump Island Park, on the west from the mouth of Greggs Creek along the banks of the Missouri River to a point three hundred (300) yards south of said mouth of Greggs Creek, and on the south along a line from the terminus of the point described on Highway 87 Spur south of the entrance to the park to the point on the bank of the Missouri River three hundred (300) yards south of the mouth of Greggs Creek.

E. Operators of vehicles or equipment waiting to cross the ferry shall not leave their vehicle or equipment unattended and shall be in their vehicle or on their equipment ready to load onto the ferry at the time permission is given to load. Operators of vehicles or equipment exiting from the ferry shall immediately leave the area leased to Missouri Department of Conservation as defined above along established exit routes.

F. The penalty for violation of this Section shall be a fine of not less than one hundred dollars ($100.00) and not more than five hundred dollars ($500.00), confinement in the County jail for not more than ninety (90) days, or by both such fine and confinement.
