Chapter 205: Animal Regulations · Article I. Dog Regulations

In short: If the Mayor decides rabies (hydrophobia) is a public danger, he or she can proclaim that dog owners must keep dogs securely confined or muzzled. Starting two days after the proclamation, police shall immediately kill any dog found running at large.

Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.

Whenever, in the opinion of the Mayor, the prevalence of hydrophobia renders it necessary for public safety, he/she may issue a proclamation requiring the owners and keepers of dogs to keep them well secured or securely muzzled, and any dog then found running at large shall be forthwith killed by the Chief of Police or any of his/her deputies or assistants, provided that said proclamation shall not go into effect until two (2) days after its issue.
