Fulton Officers ordinance (§ 82-53)

(a) Within 15 days after their appointment, the parks and recreation board shall meet and elect one of its members as chairman and one as vice-chairman. The chairman of the board shall preside over the meetings.

(b) The city clerk or a person designated by the director of administration shall be the recording secretary and shall keep a record of all actions taken at the meeting. A copy of the minutes of every meeting of the parks and recreation board shall be delivered to the city council and shall be public record.
