Fulton Duties ordinance (§ 82-27)

The superintendent of parks and recreation shall plan, promote, organize and supervise a comprehensive municipal park and recreation program and administer the program in the interest of the entire community and shall:

(1) Develop, operate and maintain all city parks, recreational areas and facilities.

(2) Supervise the recreational use of playgrounds, playfields, recreation centers, swimming pools, ball diamonds and such other recreation areas and facilities as may be made available to carry out the city's recreation program.

(3) Conduct and supervise any form of recreational, cultural or social activities assigned to him that will employ the leisure time of the citizens in a wholesome and constructive manner.
