Fulton Definitions ordinance (§ 22-101)

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Merchant means a person who deals in the selling any goods, wares or merchandise at any store, stand or place occupied for such purpose within the city, except as otherwise provided by ordinance.
