Fulton Committee of the whole ordinance (§ 2-53)

It shall be the standing order for the council to resolve themselves into committee of the whole council on the state of the city. On motion made and carried to go into committee of the whole, the mayor shall leave the chair and call the councilmember with the most seniority on the council present to preside. The rules of proceeding in the council shall be observed in the committee as far as they are applicable, except that no limit of speaking shall be observed. A motion for the rising of the committee shall always be in order, unless a member is speaking, and shall be decided without debate.
