Fulton Responsibilities of superintendent ordinance (§ 114-39)

The superintendent of the utility department shall have supervisory responsibility for all activities and personnel of the utility department. Further, the superintendent shall have the responsibility to enforce all ordinances, rules and regulations applicable to the utility department. The superintendent may promulgate administrative rules and regulations consistent with the letter and intent of this chapter.
