Fulton Control manhole ordinance (§ 114-203)

When required by the city the owner of property serviced by a building sewer carrying industrial wastes shall install in the building sewer a control manhole, together with necessary meters and appurtenances, to facilitate observation, sampling and measurement of wastes. The manhole shall be installed by the owner at his expense, and installation shall be in compliance with city specifications.
