D. When Vacation Leave Encompasses Paid Holidays. If scheduled vacation leave time encompasses regular paid holiday time, the employee does not count those holidays against earned vacation time.
E. Paid Holidays. All employees shall receive regular compensation for holidays as designated by the Board of Aldermen. Introductory employees shall be considered regular employees for holiday pay purposes.
F. When Holidays Fall On Weekends. When a holiday falls on a Saturday, the preceding Friday shall be observed as a paid holiday. When a holiday falls on a Sunday, the following Monday shall be observed as a paid holiday. For regular employees whose work week is other than Monday through Friday, the City Administrator or Public Works Director shall designate the holiday to be observed.
G. Employees Required To Work Holidays. When it is impractical to give time off to employees regularly scheduled to work on any official holiday because of the necessity of continuing essential services (or on an emergency "call-back"), then the Superintendent may elect to either award time and one-half (1/2) pay or to award compensatory time at the rate of one and one-half (1 1/2) hours for each hour worked on the holiday.
H. Absent Employees. An employee absent on a scheduled work day preceding or following a holiday shall not receive holiday pay for the absence unless:
1. The employee is not scheduled to work the day preceding or following the holiday.
2. The employee is on vacation on the day preceding or following the holiday.
3. The employee is off sick over three (3) days with a doctor's excuse.
