Columbia Same—Standby and supplemental service ordinance (§ 27-117.1)

Chapter 27: Utilities · Article III. Water and Light System

In short: Industrial customers who contract for at least 750 kW of backup or supplemental power alongside their own generation pay $100 administrative and $200 customer charges per meter monthly, plus $6.59/kW (secondary) or $5.75/kW (primary) delivery and daily demand and energy rates. They must keep a power factor of at least 90 percent lagging.

Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.

(a) Available: This rate is available to industrial consumers within the city's service territory who guarantee, by contract, a monthly billing capacity of not less than seven hundred fifty (750) kW and who have installed equipment required to receive service from the city's transmission or distribution lines.

(b) Application: The standby and supplemental service rate shall apply to industrial customers whose premises or equipment are regularly supplied with electric energy from customer-owned generating facilities other than those of the city and who enter into a contract with city for supplemental power or backup power or both with a monthly billing capacity of not less than seven hundred fifty (750) kW. Service will be supplied at one (1) or more points of delivery and measured through one (1) or more meters on a twelve (12) month non-seasonal basis. The contract shall state the service, voltage and metering. If more than one (1) point of delivery or meter is authorized via contract, the amounts from each meter shall be totaled for billing purposes.

(c) Type of service: The type of service shall be single-phase or three-phase, sixty (60) cycles and at the city's standard voltages for industrial service.

(d) Monthly rate charges: The monthly rate charges shall be as follows, subject to power cost adjustments as provided in section 27-118 of this Code:

Net Rate Per Month

Administrative charge, per meter, per month .....$100.00

Customer charge, per meter, per month .....$200.00

Distribution delivery charge, per kW for secondary voltage delivery .....$6.59

Per kW for primary voltage delivery .....$5.75

(e) Daily rate charges: In addition to the monthly rate charges, the daily rate charges shall be as follows: Net Rates per Day

Summer purchased power demand, per kW .....$0.50

Non-summer purchased power demand, per kW .....$0.38

Summer purchased power energy, per kWh .....$0.02610

Non-summer purchased power energy, per kWh .....$0.02335

Transmission network power demand, per kW .....$0.007

Transmission network energy, per kWh .....$0.00182

(f) Billing calculations.

(1) Distribution delivery charge is the maximum of: (i) the highest measured fifteen (15) minute interval kW demand during the month for which the bill is rendered, (ii) the highest recorded demand established during the preceding eleven (11) months, or (iii) the customer's contract demand under this rate schedule.

(2) The summer purchased power demand is the highest measured fifteen (15) minute interval kW demand during the month for which the bill is rendered for the summer months of June, July, August, and September.

(3) The non-summer purchased power demand will be the highest measured fifteen (15) minute interval kW demand during the month for which the bill is rendered for the months not listed above as a summer month.

(4) The summer purchased power energy is the kWh metered during each summer months of June, July, August, and September.

(5) The non-summer purchased power energy is the kWh metered during each month not listed above as a summer month.

(6) Transmission network power demand is the highest measured fifteen (15) minute interval kW demand during the month.

(7) Transmission network energy is the kWh metered for the month.

(8) Primary voltage service distribution delivery charge applies when the customer owns and maintains all equipment except metering equipment, necessary to take service at thirteen thousand eight hundred (13,800) volts or higher.

(9) Secondary voltage service distribution delivery charge applies when the customer does not own or maintain all equipment necessary to take service at thirteen thousand eight hundred (13,800) volts or higher. If service is metered at secondary voltage, the metered kW and kWh amounts shall be increased by two percent (2%) to reflect transformer losses.

(g) Minimum monthly charge: The minimum monthly charge shall not be less than the sum of the applicable service and demand charges set forth herein plus the charge for energy used during the month.

(h) In lieu of gross receipts tax payments and sales tax: In addition to the charge based on monthly rates as computed above, the total monthly charge for service shall include applicable sales taxes and an in lieu of gross receipts tax payment equal to 7.5268 percent of the monthly rate charge. Sales taxes shall be applied to the total of the monthly rate charge and the in lieu of gross receipts tax payment.

(i) Power factor: Customer shall, at all times, maintain a power factor of not less than ninety (90) percent lagging. If power factor is less than ninety (90) percent, the measured kw demand will be multiplied by the ratio of ninety (90) percent divided by the actual power factor to determine the adjusted measured demand to be used for determination of billing demand. The department may, at its option, use for adjustment the power factor determined:

(1) By test during periods of maximum demand; or

(2) By measurement of the average monthly power factor.
