Columbia Preliminary treatment facilities ordinance (§ 22-221)
Chapter 22: Public Works and Improvements · Article VI. Sewers and Sewage Disposal
Where preliminary treatment facilities are provided for any waters or wastes, they shall be owned and maintained continuously in satisfactory and effective operation by the owner at owner's expense.
