Columbia Parking fees for unmetered off-street facilities ordinance (§ 14-393)

Chapter 14: Motor Vehicles and Traffic · Article V. Stopping, Standing and Parking

In short: Monthly permits for unmetered city garages cost $75 to $140 depending on location and type (non-reserved or reserved), and the lots, with a $25 fee for a lost RFID hangtag. Permit holders get a free bus pass; you can't park in permit spaces without a hangtag or sticker, or resell a permit for more than you paid.

(d) The yearly permit rate for any municipal parking structure, and municipal parking lot, will be discounted by five (5) percent when purchased in groups of five (5) or more by any one (1) individual, business or agency.

(e) It shall be unlawful for any individual, business or agency charging for the use of a permitted parking space to sell a radio frequency identification (RFID) parking permit, or permit issued under subsection (c) of this section, that has been purchased from the city for more than the original purchase amount. The individual, business, or agency shall be required to prorate the annual amount of such permit for the actual number of months utilized by the subsequent purchaser. In addition to any other penalties provided by this code, a violation of this subsection will result in the revocation of the purchased parking permit.

(f) A fee of twenty-five dollars ($25.00) shall be imposed for replacement or non-return of each radio frequency identification (RFID) hangtag which is issued to a holder of a non-reserved or reserved parking permit.

(g) All persons, including city employees, who have purchased a parking permit in an unmetered off-street facility will be provided an unlimited use bus pass for no additional charge.

(h) No person shall park in a reserved or non-reserved permit parking space without a hangtag or sticker appropriately affixed to the vehicle. Members of the police department and any other agents of the city assigned to traffic duty or parking enforcement are hereby authorized to remove or cause to be removed at the owner's expense any vehicle found parked or maintained in violation of these provisions.

(i) The city manager may authorize the use of hard-surfaced, city-owned property for temporary public parking lots. Parking spaces on temporary public parking lots shall be rented only on a monthly basis at the rate of sixty-five dollars ($65.00) per month.

(j) The director of public works may issue special daily parking permits for unmetered off-street parking facilities to licensed businesses that need additional parking for their customers or guests. The director is authorized to make rules governing the issuance and revocation of such permits. The fee for these special daily parking permits shall be seventy-five (75) percent of the parking meter hood daily rate under section 14-424(a)(1). If a business obtains more than twenty (20) permits for a single day, an additional discount of five (5) percent for each additional ten (10) permits shall apply up to a maximum discount of fifty (50) percent of the parking meter hood daily rate under section 14-424(a)(1).

(k) Whenever it is determined by the city manager that the city or its parking utility would benefit from the long-term lease of certain parking spaces, the city manager is authorized to enter into negotiations to lease between five (5) and thirty (30) off-street parking spaces to any particular lessee under terms and conditions that the city manager deems advisable provided that:

(1) The annual rate per leased parking space is equal to the rate charged for parking spaces located on the upper-most uncovered floors of existing city parking garages no matter where the leased space is located; provided that, if covered space is leased, the annual rate per leased parking space shall be the rate charged for covered floors of existing city parking garages. No discount shall be given for leasing five (5) or more spaces.

(2) The city retains the right to change the location of the leased spaces at any time dependent upon the needs of the city; however, if the city determines it is necessary to move the leased spaces to another city lot, the lessee shall have the right to terminate the lease effective as of the date of relocation. All leases of long-term parking spaces shall be approved by the city council prior to becoming effective.

(l) Unauthorized use of permit. Entry into a municipal parking structure by use of a permit authorized under this section shall require that the permitted vehicle be parked in a space or area designated for permit parking only. Any vehicles entering a municipal parking structure by use of a permit authorized under this section and found to be parked in any other area or space, to include but not limited to an hourly parking space or area, shall be considered a violation of this section. In addition to any other penalties authorized under this chapter, said violation may result in the revocation of the purchased parking permit. This subsection shall not apply to any vehicle with a purchased parking permit that also displays a valid plate or hangtag issued by any government authority authorizing parking in a handicap accessible space.
