Columbia Application for license ordinance (§ 13-49)

Chapter 13: Licenses, Permits and Miscellaneous Business Regulations · Article III. Armed Guards and Security Guards

In short: Armed and security guard license applicants must submit an application with the fee, listing their background, business location, citizenship and Missouri residency, and uniform details. Armed guard applicants also need proof of training and a valid five-year Missouri CCW permit, renewed every five years; a lifetime CCW permit doesn't qualify.

Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.

(a) Application for armed guard and security guard licenses shall be made electronically or upon blank forms or in a manner prescribed by the business services administrator and shall state:

(1) The full name, age, residence, present and previous occupations of applicant;

(2) A specific description of the location of the principal place of business of the applicant;

(3) If the applicant is seeking an armed guard license, documentation of completed training in compliance with section 13-50(d);

(4) The length of time applicant has been a bona fide citizen of the United States and a resident of the State of Missouri immediately preceding the filing of the application;

(5) A specific description and if available, a picture or duplicate of the uniform, badge, shoulder patch, identification card and any logo or insignia to be used by applicant;

(6) Such other information as the business license administrator shall find reasonably necessary to effectuate the general purpose of this article and to make a fair determination of whether the terms hereof have been complied with.

(b) Applications required hereunder shall be accompanied by the applicable fee as set forth in section 13-55.

(c) The department of finance shall obtain a criminal record check of the applicant for security guard licenses.

(d) An applicant for an armed guard license shall possess and maintain in good standing a valid five-year Missouri Conceal and Carry Weapon's (CCW) permit as set forth in RSMo § 571.101. The CCW permit shall be renewed every five (5) years, and upon renewal, a copy must be submitted to the business license administrator. A lifetime CCW permit shall not satisfy this requirement. Nothing herein shall be construed to permit carrying of concealed weapons.
