Columbia License—Required; term; renewal ordinance (§ 13-421)
Chapter 13: Licenses, Permits and Miscellaneous Business Regulations · Article XIII. Marijuana Business Licensing
In short: Anyone, personally or through an agent or employee, who engages in marijuana activities in Columbia must hold both a DHSS license and a city license. City licenses run one year from January 1, with fees prorated if issued later, and the city may issue shorter-term licenses at a prorated fee.
Our plain-English summary, not the official text or legal advice. The ordinance below is what counts.
(a) It shall be unlawful for any person, either personally or through the use of an agent or employee, to engage in marijuana activities within the city, without the appropriate license issued by the DHSS and a license issued by the city under this article. A license issued under this article shall be issued for a period of one (1) year from the first day of January each year. The fee for any license issued after the first day of January shall be prorated. Thereafter, the renewal of all licenses shall be made effective on the first day of January each year.
(b) If the business services administrator determines that there is good reason not to issue a license for the full license term, the business services administrator may issue a license for a shorter period of time. Any person licensed under this subsection for a shorter period of time shall pay a prorated license fee.
