Boonville Appropriation bills ordinance (§ 2-125)

Every bill appropriating money shall, upon its second reading, be referred to the city clerk for his endorsement to the effect that a sufficient sum remains unappropriated in the fund out of which the proposed appropriation is to be paid, to meet the requirements of such bill. No bill appropriating money shall become an ordinance without having such endorsement of the city clerk thereon.
