The gauge at Boonville read 10.03 feet Sunday morning, well under flood stage and still falling — an ordinary reading for an ordinary week. It’s worth remembering, on a calm river day like this one, that the Missouri hasn’t always behaved, and that the system holding it in its banks is older and more contested than most of us think about while we’re checking the number on our way out the door.
Missouri has been hit by major Missouri River flooding three times in recent memory — 1993, 2011, and 2019 — according to Missourinet. The 2019 flood hit Holt County, in the northwest corner of the state, especially hard: some lowlands there stayed underwater for more than half the year. That flood is also what finally got Missouri, Kansas, Nebraska, and Iowa’s governors to push the U.S. Army Corps of Engineers into a joint study of how the river is managed, from Sioux City down to the river’s mouth north of St. Louis. As of Missourinet’s 2024 report, the Corps was aiming for a rough draft in 2025 and a final version in 2026 — worth checking back on as this year plays out.
The levee system itself dates to the 1950s, and the Corps’ own program manager, Colleen Roberts, told Missourinet that studying it now amounts to the most intensive look at Missouri River management since those levees first went in. Her diagnosis of the core problem is blunt: as farmers, towns, and levee districts have kept building levees higher over the decades, the river has been squeezed into a narrower and narrower space, and bridges and other structures add their own chokepoints. Levees built to protect one stretch of the floodplain can push the water somewhere else instead — which is part of why levee protection along the Missouri is inconsistent from one river mile to the next, not a single reliable wall from Iowa to St. Louis.
It’s a different story than the one we told two weeks ago about the Corps’ navigation channel — that piece was about the dikes and revetments that keep a 9-foot-deep, 300-foot-wide shipping channel open for barges. Levees are a separate system with a separate job: keeping the river out of the fields and towns on either side of that channel, including the floodplain towns along our own stretch between Boonville and Rocheport. The two systems interact — a river squeezed tighter for navigation is also a river with less room to spread out safely during high water — which is exactly the tension the Corps’ new study is trying to untangle.
None of this means trouble is coming this month; the river’s low and dropping, and that’s the normal late-summer pattern. But the levees that make a river town possible are worth understanding on a quiet day, not just when the water’s already at the door.
